RESUME OF PAT KILBURN
EXPERIENCE THAT COUNTS

Pat Kilburn’s experience has been acquired over a period of more than 30 years. Pat is a native of New Mexico and grew up in New Mexico, Colorado and New York. He attended the University of Montana, Missoula, MT and then entered the US Army and served in Vietnam as a RTO (radio telephone operator) with the 5th Infantry from 1969-1970 where he was

wounded and received several decorations and citations including the Purple Heart. He returned to the University of Montana and graduated with degrees in Economics and Political Science. During his time at the University of Montana he worked during the summers at Yellowstone National Park and continued to work there until 1974. As a Park Ranger, he learned the importance of protecting our national parks and conservation of our resources. For six months after leaving the National Park Service, he was a legislative proof reader for the Montana Legislature.  

 In 1975 Pat joined the U.S. Border Patrol stationed out of Casa Grande and worked both the border south of Sells, AZ; and the ranches around Casa Grande. In 1979 he was sent to ASU to interview Iranian students during the hostage crisis, and in 1980 was sent to Key West Florida to work the Cuban Boat lift where he received a commendation from the Immigration Regional Commissioner for his exceptional work during this crisis. In the later part of 1980, Pat transferred to the Inspections Division of the Immigration Service to increase his experience with the Immigration Laws and was stationed in San Luis, AZ. Additionally, during his time with both the Border Patrol and the Inspections Division, Pat completed the 76 course Immigration Extension Program (which was completed by less than 10% of all Border Patrol Agents).  During his time at San Luis, he and another inspector implemented a procedure of checking local crossing cards with California Drivers licenses to see if there had been a violation of the person with their immigration status by establishing a residence in the United States.

 In 1982, Pat transferred to the Defense Investigative Service (DIS) conducting background investigations for persons needing security clearances for military personnel or defense contractors. Pat’s expertise regarding  immigration laws was an invaluable asset for the DIS office in Phoenix when dealing with immigrant cases. In 1984 he transferred to the Industrial Security Division conducting inspections of Defense contractor plants to ensure the plant was safeguarding classified information as required. In 1988 he was recommended to teach at the Defense Security Institute, Richmond, VA where he was quickly promoted to a lead instructor. He developed a handbook for using the STU-III which is a telephone that encrypts voice communications and used by both the military and defense contractors. Additionally, Pat worked with the INS to develop a course to assist industrial security inspectors in spotting false documents presented by illegal aliens at defense contractors.

 In 1992 Pat was selected to be the Treaty Liaison Officer for DIS under the Intermediate Nuclear Forces Treaty (INF) at Magna, UT. He worked on numerous treaties including INF, Start I and Start II, Open Skies Treaty, Conventional Forces Europe (CFE) and Chemical Weapons Treaty. He was sent as a debriefer to Germany once, and as a missile inspector to Russia twice. His duties included  dealing with numerous and different diplomats and cultures on a daily basis. In 1993, while being a Treaty Liaison Officer, he completed the Utah Emergency Medical Technical (EMT) course and was certified by the State of Utah. In 1998, when his time was up at Magna  he  requested  and was transferred to Tucson where he was the Senior Investigative and Security Agent in Tucson. He was responsible for the inspection of all of the large defense plants in Arizona which included Raytheon in Tucson. Additionally he was Chairman of the Southern Arizona Counter Intelligence Working Group (SACIWG) which dealt with all external threats to Southern Arizona including those individuals entering the country illegally from various countries.   In 2000, he was promoted to Special Agent in Charge of the now Defense Security Service (DSS), Tucson, AZ where he had oversight of all background investigations done in the Tucson Sector.

 In 2002 he retired after more than 30 years as a Federal Agent and became a small business owner creating DVDs. He also became heavily involved in the Republican Party.  Prior to retirement, he was  prevented from being involved in politics by a federal law called the Hatch Act.

 All of Pat’s experience, from combat wounded veteran, to the Park Service with environmental issues, to the Immigration Service, Border Patrol,  SACIWG involving our borders and crime, to lead  instructor, and education, to his degree in Economics and understanding the way the economy works and how taxes effect  the economy, will serve him well in the legislature. 

This is the experience of a person that has “walked the walk” and his knowledge will be invaluable in drafting legislation to improve District 29 and the State of Arizona.
